Mr. Mike Harvey is a USAID Senior Foreign Service officer who joined the War College faculty in the Fall semester of 2017.  He previously served as Assistant to the Administrator of USAID, responsible for standing up the Agency’s Defeat-ISIS Task Force and represented USAID in the government-wide Defeat-ISIS effort.  Immediately prior to that assignment, he served as USAID’s Mission Director in Nigeria from September 2013 where he led the U.S. Government response to the Boko Haram insurgency.  He previously served as the Director of USAID’s Mission in West Bank and Gaza beginning in August of 2010.  Mr. Harvey also served as Mission Director to Serbia and Montenegro from 2007 until 2010, and as the Deputy Mission Director in Iraq from 2006 until 2007, where he helped design and support the surge of civilian development assistance that complemented the surge in U.S. military deployments that year.  He served as Deputy Mission Director in Jordan from 2004 until 2006.  Mr. Harvey was the USAID Representative to Tajikistan from 2000-2004, during the dramatic increase in assistance to the region following the attacks of September 11th, 2001.  Mr. Harvey also served in the USAID Missions in Haiti (1995-2000) and Ethiopia (1992-1995). Mr. Harvey began his USAID career in USAID’s Office of Foreign Disaster Assistance, and he led U.S. relief efforts to the conflict-ridden Horn of Africa, as the Desk Officer for Ethiopia, Sudan, and Somalia.  Before coming to USAID, Mr. Harvey worked in the Office of Press and Public Affairs for the White House Conference on Small Business. Mr. Harvey earned his Master’s degree from the Lyndon B. Johnson School of Public Affairs at the University of Texas at Austin (1983), and graduated with a Bachelor of Arts from the University of Texas at Austin (1981). Mr. Harvey has received numerous awards from the Department of State and USAID for exceptional service. Mr. Harvey and his wife have three children.
