Mr. David Warner joined the War College faculty in 2017.  He is an Associate Director in the U.S. Department of Justice, Criminal Division, Office of International Affairs.  Most recently, Mr. Warner led a team responsible for policy, legislation, and multilateral affairs.  His experience includes negotiating treaties and other intergovernmental decisions and resolutions, as well as drafting legislation, regulations, and other policy documents.  Other Justice Department activities include serving as the Justice Department’s Attaché at the U.S. Embassy in Mexico City and supervising bilateral law enforcement cooperation relationships between the United States and countries throughout Africa, Asia, and the Middle East.  Mr. Warner is an alumnus of the National War College.  He holds a joint degree in law and international affairs (J.D./M.A.) from the American University, a Bachelor of Arts in international studies from The Ohio State University, and a Diploma in Hispanic Studies from the Complutense University of Madrid.  Mr. Warner also studied at The Hague Academy of International Law.  Mr. Warner and his family live in Washington, D.C.
