Dr. Laura Manning Johnson joined the National War College (NWC) faculty in 2014.  She served from 2003 to 2014 in various positions in the Department of Homeland Security (DHS) Office of Operations Coordination and Planning (OPS). As a plank holder at DHS, she helped stand up the National Operations Center and led data fusion and sharing efforts to the National Fusion Center Network. After 2008, she held leadership positions in Plans Division supervising the development of Counterterrorism; Chemical, Biological Radiological, Nuclear, and Explosives, and (CBRNE) Threats; Border Security; Cyber Security; and Special Event Planning. Through planning training and outreach with DHS Components she grew a planning culture and enhanced unity of effort within the Department. Prior to DHS, Dr. Johnson served as a Central Intelligence Agency (CIA) analyst in the Non-Proliferation Center and the Weapons Intelligence, Nonproliferation, and Arms Control Center (WINPAC) producing Weapons of Mass Destruction (WMD) program analysis. In that capacity she was detailed to the White House following the September 2001 attacks to serve as a WMD subject matter expert to the newly established Office of Homeland Security (OHS).  She transferred from CIA to the Department of Homeland Security in March 2003.

Dr. Johnson taught at American University from (1991-1996), and the University of California, Santa Barbara and Long Island University (1980-1986) where she graduated with a PhD in Political Science.  She serves as an Editorial Review Board Member on the Homeland Security Affairs Journal. She served as Co-Chair of the Intelligence and National Security Alliance (INSA) Homeland Security Intelligence Task Force (2010-1011).  She served as a NWC Department Chair.
