Dr. James MacDougall is a Professor of National Security Strategy at the National War College.  In 2013-2014 he served as Chairman of the Department of National Security and Strategy at the U.S. Army War College.  Previously, he was the Deputy Director (2009-2013) of the George C. Marshall European Center for Security Studies, a German-American institution founded to create a more stable security environment in Europe and Eurasia.  Dr. MacDougall was a faculty member at the National War College from 2007 until 2009. 

As a DoD Senior Executive he served as Deputy Assistant Secretary of Defense for Eurasia from 2003 to 2007 where he was responsible for planning and developing U.S. defense and national security policy for Russia, Ukraine, and the countries of Central Asia, the Caucasus and the Balkans.  That assignment culminated 15 years of civilian service in the Office of the Secretary of Defense for Policy in positions focused primarily on U.S. strategy and policy regarding Russia and the states of the Eurasia region.  He was awarded the Department of Defense’s highest civilian award – the Distinguished Civilian Service Medal -- by the Secretary of Defense for policy leadership and diplomatic achievement.  Dr. MacDougall holds a Ph.D. in International Relations from Georgetown University.
