Mr. Jaimie Orr comes to the National War College faculty after having served as a member of the faculty of Tiffin University since 2008, where he was the Dean of the School of Criminal Justice & Social Sciences and Associate Professor of Criminal Justice and National Security Studies.  While at Tiffin, he taught a variety of courses including courses on American National Security Policy, International Security, National Security Law, and Cyber Law,.

Prof. Orr joined the Tiffin faculty following his retirement in 2008 after 24 ½ years of service as a U.S. Navy Judge Advocate specializing in International and Operational Law.  During his career he served in a variety of administrative and operational assignments, including USS MIDWAY (CV 41), as staff judge advocate for Commander, Cruiser-Destroyer Group 12, Staff Judge Advocate for Commander, Navy Region Mid-Atlantic, and Deputy Fleet Judge Advocate for Commander, U.S Fleet Forces command.  In his last military assignment he served as the Deputy Legal Advisor for NATOs Supreme Allied Commander, Transformation, where he was responsible for developing and coordinating doctrine and training for legal advisors across the NATO Alliance and working in the field of post-conflict Rule of Law development.

A graduate of Heidelberg College in Tiffin, Ohio (cum laude, 1981) with a degree in Political Science and History. Orr entered the Navys Judge Advocate Generals Corps Student Program while enrolled at The Ohio State University College of Law, from where he received his Juris Doctor in 1984.  In addition to his J.D. from the Ohio State University, he holds a Masters of Law in National Security Law from the University Of Virginia College Of Law and is a graduate of the College of Command and Staff, U.S. Naval War College (with distinction).

Prof. Orr is a member of the American Bar Association and the American Society of International Law.  He serves as Board Secretary and a member of the Board of Trustees of Heidelberg University in Tiffin, Ohio.

Prof. Orr is married to Dr. Kathleen Kozina Orr, who teaches music for the Prince George County (MD) Public Schools System and also teaches writing and composition for University of Maryland University College.  Prof. and Dr. Orr have three adult children and one grandchild.
