Frank Hoffman holds an appointment as a Distinguished Research Fellow at the National Defense University.  His research portfolio includes U.S. grand strategy, defense strategy, defense economics, future conflict, and military innovation.  Dr. Hoffman was commissioned as a Second Lieutenant in the U.S. Marine Corps in 1978, graduating from the NROTC Program at the University of Pennsylvania.  He retired as a Lieutenant Colonel from the Marine Corps Reserve in the summer of 2001. A national security scholar and policy practitioner, he has served in the Department of Defense for 40 years including two Senior Executive political appointments in OSD and the Department of the Navy.  He has served on a variety of national security commissions including several Defense Science Boards, and the National Security Commission for the 21st Century (1999-2001).  He joined NDU in June 2011.  During 2017, Dr. Hoffman served as a Special Assistant to the Secretary of Defense and served on the National Defense Strategy task force.  


In addition to his BS in Economics from the Wharton School at Penn, Dr. Hoffman holds graduate degrees with honors from George Mason University (MEd) and the Naval War College (M.A.).  He earned his Ph.D. in War Studies from King’s College, London.
