Dr. Richard Andres – DOD

Professor, National Security Strategy

Richard B. Andres is a distinguished Full Professor of National Security Strategy at the U.S. National War College, where he teaches courses on developing strategy and war. His research centers on technology, with a particular emphasis on cyber, artificial intelligence, and aerospace. His recent publications delve into cyber offense and deterrence, particularly vis-à-vis China, and current defense reform. He earned his Ph.D. in Political Science from the University of California, Davis.

Throughout his career, Dr. Andres has served as a personal consultant on strategy to high-profile national leaders, including the Director of the National Security Agency-U.S. Cyber Command Commander, the Chief of Staff of the Air Force, the Secretary of the Air Force, and the Commandant of the Marine Corps. He has led strategy development teams for the Bush and first Trump administrations, various combatant commands, and other governmental and private organizations.

Dr. Andres has held senior board positions at esteemed institutions such as the American Enterprise Institute, Argonne National Laboratory, Pacific Northwest National Laboratory, and St. Thomas University School of Law. Additionally, he has been a senior fellow or faculty member at the Mitchell Institute for Aerospace Studies, the McCrary Institute for Cyber and Critical Infrastructure Security, the Institute for National Strategic Studies, the University of California's Joint Center for International and Security Studies, Johns Hopkins School of Advanced International Studies (SAIS), and Georgetown University's Security Studies Program (SSP).

When he's not immersed in the world of national security, Dr. Andres enjoys science fiction and wargaming. He is dedicated to mentoring the next generation of national security leaders.
