Mr. Jeff Breinholt – DOJ

Jeff Breinholt joins NDU from the Department of Justice, where he served for 32-years, including the last 25 years in the field of counterterrorism and national security. He has been involved in government training extensively since 9/11, and has lectured at the DOJ National Advocacy Center, the DHS Federal Law Enforcement Training Center, the State Department’s Foreign Service Institute, and FBI academies at Quantico and Manassas. Since 2017, he has taught a successful course on prosecuting terrorists at the George Washington University Law School.

As a prosecution supervisor after 9/11, Jeff helped established the FBI’s Terrorist Financing Operations Section, and served as the DOJ Counterterrorism Section’s Deputy Chief for Terrorist Financing where he helped revolutionized the use of the “material support” statute in criminal prosecutions using FISA information. He has written several book reviews and law review and online journal articles.

Prior to joining the DOJ Counterterrorism Section, Mr. Breinholt served as a senior prosecutor in the Tax Division’s Western Criminal Enforcement Section and a Special Assistant U.S. Attorney in the District of Utah. He is a graduate of UCLA Law School and Yale College.
