Ms. Hanh N. Nguyen – USAID

Assistant Professor

Ms. Hanh Nguyen, a career diplomat and Senior Foreign Service Officer with the rank of Counselor, is currently serving as an instructor at the National War College (NWC), representing USAID.

Before coming to NWC, she was the Deputy Mission Director and Acting Mission Director to USAID/Cambodia, as well as Acting Deputy Chief of Mission for Embassy Phnom Penh. Prior to Cambodia, she was part of the leadership team to build the USAID Regional Platform for the Middle East and North Africa in Frankfurt and establish the mission in Tunisia, where she negotiated USAID’s first-ever bilateral economic assistance agreement with the government. In prior overseas assignments, she served as the Senior Legal Officer to USAID/Serbia, Montenegro, Macedonia, Bosnia, Egypt, Lebanon, Syria, Yemen, Libya, Tunisia, Morocco and Iraq.

Prior to joining USAID, Ms. Nguyen was an attorney for the American Civil Liberties Union representing prisoners and detainees seeking remedy for inhuman detention conditions. She also worked as a prosecutor at the United Nations International Criminal Tribunal for the Former Yugoslavia in The Hague and taught international human rights law as adjunct faculty at Boston College Law School.

Ms. Nguyen holds a J.D. and a M.S.W. in Social Policy from Boston College, and a B.A. from Brandeis University.
