Colonel Enrique Dovalo is the National Guard Chair at National Defense University and an Instructor in the Department of Strategy and Policy at National War College. In addition to teaching, he advises Army National Guard and Air National Guard officers attending National Defense University schools and represents the National Guard Bureau across the University. He previously served as the Air National Guard Deputy Director of Intelligence.
Colonel Dovalo is a career intelligence officer and foreign area officer whose experience spans tactical, operational, and strategic levels of national security. His professional interests include leadership, organizational culture, intelligence, joint planning, civil-military relations, and international security cooperation. A specialist in the U.S. Southern Command area of responsibility, he has experience in Latin America through security cooperation, partner nation engagement, and regional affairs.
Throughout his career, Colonel Dovalo has planned and conducted operations from the aircrew through combatant command levels, commanded intelligence organizations at the squadron and group levels, and served on the staffs of the North American Aerospace Defense Command, the National Guard Bureau, and the Office of the Secretary of War (Undersecretary of War for Intelligence & Security). His operational experience includes: peacekeeping operations in the Balkans, counterdrug missions in the Caribbean & South America, domestic operations supporting U.S. civil authorities during major disasters, and State Partnership Program exchanges with the Republic of Paraguay.
Colonel Dovalo graduated from the U.S. Air Force Academy with a bachelor's degree in Latin American Studies (History) and holds master's degrees in Hemispheric Defense from the Inter-American Defense College and Crisis Management from American Military University. He also earned executive certificates in Crisis Leadership from Harvard’s Kennedy School of Government and Strategic Leadership from the Tuck School of Business at Dartmouth College.
