Chair, Department of Homeland Security


Mr. William H. (Bill) Stevenson joined the National War College Faculty in January 2016 as the Department of Homeland Security (DHS) Faculty Chair.  Bill previously served in the DHS Office of Infrastructure Protection, coordinating national infrastructure security and resilience efforts for multiple infrastructure sectors. Prior to the infrastructure protection position he was a FEMA National Response Team Leader, responding to major disasters nationwide and internationally to coordinate the federal interagency disaster response with state and local requirements. The national teams are also designated as the lead federal coordinating response to chemical, biological, radiological, nuclear, and high explosive (CBRNE) incidents.

 Previous career positions included the Director of Public Health Preparedness for Pennsylvania; Course Developer/Adjunct Faculty, National Emergency Training Center;  Delaware Director of Emergency Medical Services/Public Health Preparedness/Bioterrorism, and the Trauma System; Chief of a county emergency medical service; national emergency service magazine editor; and career firefighter/chief fire officer and paramedic.

 Mr. Stevenson served in the Army, active duty and reserve, for 32 years retiring as a Colonel. His career focused on special operations as a Special Forces Officer and Infantry Officer. Highlights included SF Detachment Commander with overseas deployments to El Salvador, Columbia, Italy, Korea, and Desert Storm and Commander of the Civil Support Team (WMD) at Fort Meade, MD. Bill is a graduate of Command and General Staff Course, Joint Forces Staff College and Brigade Command Course and is designated as a Joint Planner, Strategist, Nuclear Operations and Counterproliferation Officer, and Antiterrorism Officer. Awards include the Combat Infantry Badge, Bronze Star, Legion of Merit, Special Forces Tab and Master Parachutist wings.

 His education credentials include an MA in Strategic Studies (Homeland Defense and Security) from the Naval Postgraduate School, an MS in Public Administration and an MS in Healthcare Administration from Wilmington University, a BA in Business Administration from the University of South Florida, and an AS in Fire Service Administration from St. Petersburg College. A DHS Senior Fellow, he is also a graduate of the Executive Fire Officer Program at the National Fire Academy.
